The 3rd Meeting of the 2nd Council of the China Tongxin Warmth Project Foundation Held in Beijing

On March 28, the China Tongxin Warmth Project Foundation held its Third Meeting of the Second Council in Beijing. Chairperson Li Ying'ai delivered the 2025 annual work report, and Vice Chairperson He Zhen presided over the meeting. Twelve council members attended the meeting, and three supervisors attended as observers. Yang Ping, Chairperson of our college, attended this meeting as the only female council member.

The meeting heard and reviewed the Foundation's 2025 work summary and 2026 work plan, and approved them upon deliberation. It also heard and approved the Foundation's 2025 annual financial report, the final accounts of revenue and expenditure for 2025 and the budget for 2026, the detailed statement of donation income and expenditure for 2025, the disclosure of related party relationships and transactions for 2025, as well as nine management systems including the Risk Assessment Measures for Tibet and Xinjiang-related Projects.


Li Yingai stated that in 2025, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the foundation thoroughly implemented the guiding principles of the 20th National Congress of the Communist Party of China and its plenary sessions. It also put into practice General Secretary Xi Jinping's important thought on doing a good job in the Party's united front work in the new era, his important instructions and directives on vocational education, and his important instructions on developing philanthropy. Focusing on the central tasks and serving the overall interests, the foundation stayed committed to its mission, targeted the annual goals and tasks, and carried out all work in a pragmatic and efficient manner. It solved some key and difficult problems that had long plagued the foundation, laying a solid foundation for high-quality development.


She emphasized that in 2026, the Foundation should keep to the main theme without deviation, focus on key priorities without distraction, uphold integrity and pursue innovation, and advance all work in a steady manner while striving for progress. First, raise political stance, innovate in Party-building leadership, and implement the decisions, arrangements and work requirements of higher authorities throughout the entire process of operational work. Second, align with the relevant decisions and arrangements of the central authorities, focus on the key work of the United Front Work Department of the CPC Central Committee and the All-China Vocational Education Association to carry out public welfare projects, support the united front and vocational education in serving economic and social development, strengthen ties with local associations at all levels, and give full play to the Foundation’s role as a service platform in the system of the Vocational Education Association. Third, actively expand fundraising channels, standardize material donation procedures, encourage directors and supervisors to participate in the governance of the Foundation, identify and foster a group of patriotic and dedicated individuals in private education who are willing to give back to society and fulfill social responsibilities, and promote the mutual development of the private economy and philanthropy. Fourth, further improve the institutional system to ensure that work is conducted in accordance with rules and regulations, standardize project management, strengthen the study of political theories as well as professional knowledge on united front work and philanthropy, and build a team with sound political integrity, strong professional competence, and the courage to take on responsibilities and make contributions.

In conclusion, she highly commended and sincerely thanked all directors and supervisors for their work, and expressed hope that everyone would continue to actively participate in the Foundation's governance, follow its public welfare and charity projects, and work together to promote high-quality development of the Foundation.

The entire meeting was supervised by the Board of Supervisors. Supervisor General Ma Cuie, on behalf of the Board of Supervisors, delivered the supervisory opinion. The Board believed that in 2025, the Foundation had carried out all work closely around its mission, continuously strengthened institutional development, expanded its fundraising scale, advanced its business in a solid and orderly manner, implemented projects in a practical and standardized way, maintained clear and transparent financial revenues and expenditures, successfully completed all annual work tasks, and achieved positive results. Meanwhile, it recommended that in future work, the Foundation further expand fundraising channels, continuously strengthen internal management and risk prevention and control, steadily improve governance capacity and operational standards, and further promote more standardized, efficient and steady development of the Foundation.

Prior to this Council meeting, the second meeting of the second session of the Board of Supervisors was held.
