On April 13, Xu Kunlin, Secretary of the Liaoning Provincial Party Committee, held a collective conversation with Party secretaries and presidents of all provincial universities. He emphasized the need to thoroughly study and implement General Secretary Xi Jinping's important expositions on education and his important speeches and instructions regarding Liaoning, solidly promote high-quality development of higher education institutions, accelerate the construction of a strong province in higher education, and contribute wisdom and strength to the comprehensive revitalization of Liaoning. Wang Xinwei, Deputy Secretary of the Provincial Party Committee and Governor of Liaoning Province, presided over the meeting.

Xu Kunlin pointed out that during the "15th Five-Year Plan" period, Liaoning must consolidate foundations and make up for the lesson of laying groundwork, make all-round efforts and catch up with the national development pace as soon as possible. High-quality development of higher education is an important content and a key link. All provincial universities must raise their political positioning and deepen their ideological understanding, adhere to the Party's overall leadership as the fundamental guarantee, moral education as the fundamental task, comprehensive reform of higher education as the driving engine, and faculty construction as an important handle, comprehensively improving talent cultivation capabilities, scientific and technological innovation capabilities, capabilities to serve national strategies and Liaoning's revitalization and development, and capabilities to maintain campus security and stability, accelerating the promotion of connotative development and overall improvement of higher education institutions.

Xu Kunlin emphasized that universities must speak politics with a clear-cut stand, be politically astute, take firm support for the "Two Establishments" and resolute implementation of the "Two Upholds" as the most important political mission and the most basic political consciousness, conscientiously implement the important requirements of "being honest, understanding rules, and observing discipline," continuously improve political judgment, political comprehension, and political execution, strengthen the Party's innovative theoretical armament, strictly implement the "First Topic" system, carry out work under the premise of thoroughly understanding the Central Party Committee's spirit, strictly implement the ideological work responsibility system, manage positions well, and ensure that universities always advance in the correct political direction. They must resolutely shoulder the mission and responsibility of cultivating talents for the Party and the country, unwaveringly implement the fundamental task of moral education, run ideological and political courses well, construct and improve the "Great Ideological and Political Education" talent cultivation pattern, and strengthen student mental health work; adhere to ability orientation, innovate cultivation models, optimize cultivation structures, increase efforts to cultivate talents in science, engineering, agriculture, and medicine; do solid and detailed work on student loans to ensure that students in need can receive loans; take multiple measures to improve employment quality, allowing more outstanding university graduates to stay in Liaoning for employment and entrepreneurship.

Xu Kunlin pointed out that universities must take serving the overall situation as their responsibility, promote the integrated development of education, science and technology, and talents, and continuously provide talent and intellectual support for Liaoning's revitalization. They must grasp the "bull's nose" of deepening reform, implement requirements for advancing university reform by classification, and optimize resource allocation; promote "slimming down and strengthening" to improve governance efficiency; deepen reforms of talent development systems and mechanisms, make good use of support policies, and attract and gather more high-end talents. They must consolidate the important foundation of discipline construction, promote the construction of leading universities, high-quality undergraduate institutions, high-level science and technology universities, and strong vocational colleges adapted to industrial development, actively align with the construction needs of the province's "2211" industrial system, dynamically adjust and optimize disciplinary structures, strengthen characteristics, implement targeted "seed discipline" cultivation actions, focus on cultivating and developing new quality productive forces, and carry out emerging interdisciplinary incubation actions. They must strengthen scientific and technological innovation as a strategic support, actively align with major strategies, major projects, and key industries, strengthen basic research and key core technology breakthroughs; deepen cooperation with high-level science and technology innovation platforms, actively participate in international big science plans, effectively use external resources to enhance scientific research strength; actively integrate into the full-chain system of "technology innovation—pilot transformation—industrial application," actively co-build modern industrial colleges, outstanding engineer colleges, and industry-education integration communities, build and make good use of university science parks and technology transfer centers, establish and improve school-enterprise collaborative linkage mechanisms and achievement sharing and risk sharing mechanisms, and promote efficient transformation and application of scientific and technological achievements.

Xu Kunlin emphasized that universities must prominently focus on faculty ethics and professional conduct construction, build high-quality professional teaching teams, vigorously promote the spirit of educators, deeply advance the action of casting souls and strengthening teachers with the spirit of educators, carry out teacher capability and quality improvement projects, strengthen cultivation of young teachers, and improve long-cycle evaluation mechanisms; adhere to the combination of strict management and loving care, continuously deepen governance of faculty ethics and professional conduct issues, strengthen service guarantees, practically reduce burdens on teachers, and create a strong atmosphere of respecting teachers and valuing education. They must strictly and practically govern the Party and manage schools, create a clean and upright political ecology and teaching environment, strictly implement the president responsibility system under the leadership of the Party committee, deeply advance the rectification of work styles, discipline, and anti-corruption efforts, grasp the rectification of feedback opinions from central and provincial inspections, strengthen supervision in key areas, and promote comprehensive implementation of the Party's educational policy in private universities; firmly establish and practice correct views on political achievement, solidly carry out learning education to ensure practical results, conduct comprehensive investigations of debt issues, clarify and settle old accounts; make full and good use of national policies, quickly make up for shortcomings in campus construction, comprehensively grasp personal safety, food safety, traffic safety, fire safety, laboratory safety, and internship and practical training safety, and build a solid campus safety defense line.

After the collective conversation, a special training class for improving the political capabilities of Party secretaries and presidents of all provincial universities was launched at the Provincial Party School (Liaoning Administration Institute). Wang Xinwei attended the opening ceremony and delivered a mobilization speech, making specific arrangements for grasping the correct direction of school operation, promoting high-quality development of universities with a reform spirit, better serving the overall situation of revitalization and development, effectively preventing and resolving risks and hidden dangers, and strictly and practically governing the Party and managing schools.
