On April 20, Dalian Maple Leaf College of Technology convened a special meeting to collectively convey and study the spirit of the collective talk held by Xu Kunlin, Secretary of the Provincial Party Committee, with Party secretaries and presidents of universities across the province, as well as the mobilization speech delivered by Wang Xinwei, Deputy Secretary of the Provincial Party Committee and Governor, at the opening ceremony of the thematic training class on political capacity enhancement for Party secretaries and presidents of universities across the province. Wei Xiaofeng, Party Secretary of the college, presided over the meeting and delivered a speech. Members of the Party Committee, leadership team members, members of the Discipline Inspection Commission, and Party branch secretaries of all departments attended the meeting.

The meeting pointed out that during the critical period when the province is vigorously advancing new breakthroughs in comprehensive revitalization, the Provincial Party Committee specially convened the collective talk meeting for Party secretaries and presidents of universities and organized the thematic training class on political capacity enhancement, which fully reflects the Provincial Party Committee's high regard and ardent expectations for the higher education cause. Secretary Xu Kunlin's speech systematically clarified the objectives, tasks, and practical paths for high-quality development of universities in Liaoning in the new era, providing fundamental guidance for the college's school operation, governance, and connotation development. Governor Wang Xinwei's mobilization speech focused on political capacity enhancement, making specific arrangements for aligning the school operation direction, deepening reform and innovation, serving the overall revitalization, preventing and resolving risks, and strictly governing the Party and the school, which is highly instructive and targeted.

The meeting emphasized that the six key requirements put forward by Secretary Xu Kunlin must be fully implemented. First, raise political positioning, firmly grasp the key positioning of Liaoning's development during the "15th Five-Year Plan" period, take the Party's overall leadership as the foundation and moral education and talent cultivation as the fundamental task, and comprehensively enhance four major capabilities: talent cultivation, scientific and technological innovation, service for revitalization, and security and stability. Second, adhere to the political direction of school operation, strictly implement the "First Topic" system and the responsibility system for ideological work. Third, fulfill the fundamental task of moral education and talent cultivation, strengthen the "Grand Ideological and Political Education" nurturing framework, and promote graduates' employment and entrepreneurship in Liaoning. Fourth, actively serve the overall revitalization, align with Liaoning's "2211" industrial system, deepen the integration of industry and education, and accelerate the cultivation of new quality productive forces. Fifth, build a strong teaching force, and deeply implement the action of forging and strengthening teachers through the spirit of educators. Sixth, strictly govern the Party and the school, and build solid defense lines for campus safety, debt risks, and other areas.

The meeting required that all cadres deeply understand the five core deployments in Governor Wang Xinwei's mobilization speech. First, align the school operation direction, and deeply grasp the three major attributes of education: political, people-oriented, and strategic. Second, deepen comprehensive reform of higher education, and stimulate the internal driving force for school operation. Third, actively integrate into the overall revitalization, and strengthen talent supply and technological support. Fourth, establish a bottom-line mindset, and improve the risk prevention and control mechanism. Fifth, strictly govern the Party and the school, and forge a high-quality cadre team.

The participating cadres unanimously expressed that they will earnestly study and understand, and resolutely implement the spirit of the important speeches delivered by the Provincial Party Committee leaders, stay committed to their posts and fulfill their duties, effectively transform the learning outcomes into practical actions to promote the college's reform and development, continuously improve the quality of talent cultivation and the level of school operation and governance, and strive to write a new chapter in the college's high-quality development.
