To thoroughly implement relevant deployments for skilled talent work, align with World Skills Competition, National Skills Competition, and Provincial Skills Competition selections of high-quality skilled talents, and assist in the construction of Dalian's "Two Pioneering Zones" and "Three Centers," the Dalian Municipal Human Resources and Social Security Bureau organized the 15th Dalian Vocational Skills Competition. Dalian Maple Leaf College of Technology serves as the official implementation and support unit for Health and Social Care (World Skills Competition event), Social Sports Instruction (Fitness) (National Skills Competition event), and UAV Piloting (National Skills Competition event). We now officially launch the registration work for the three major competition events. Specific matters are notified as follows:

Eligibility Scope

1. Social practitioners, college teachers and students, and enterprise employees who have resided, worked, or studied in Dalian for more than one year, are at least 16 years old and have not reached the statutory retirement age, are physically and mentally healthy, and meet the practical operation requirements of the competition may all register;
2. No restrictions on educational background, years of practice, or identity; no registration fees will be charged throughout the entire competition;
3. Restricted participants: Those who have already received the "China Skills Grand Award," "National Technical Expert," or "National May 1st Labor Medal," or gold medal winners of the same event in previous municipal, provincial, or national competitions, may not register for the same project.

Basic Competition Arrangements

The finals of each event will be conducted at different campuses and times. Specific arrangements are as follows:

1. UAV Piloting event: Competition venue is Qidingshan Campus (No. 1-5 Rizel Road, Qidingshan Subdistrict, Jinzhou District); final competition dates are July 11–12;
2. Social Sports Instruction (Fitness) event: Competition venue is Daheishi Campus (No. 0 Daheishi Tourist Resort, Yingchengzi Subdistrict, Ganjingzi District); final competition date is July 15;
3. Health and Social Care event: Competition venue is Daheishi Campus (No. 0 Daheishi Tourist Resort, Yingchengzi Subdistrict, Ganjingzi District); final competition date is July 15

4. Competition format: Unified question setting by experts from the municipal competition organizing committee, adopting on-site practical assessment mode, with standardized refereeing and full video recording throughout, ensuring the competition is fair, impartial, and open.

Registration Methods and Material Requirements

1. "15th Dalian Vocational Skills Competition Participant Registration Form" (Attachment 1);

3. Electronic version of materials + PDF version with official unit seal;
4. Standard ID photo:
• 2-inch blue-background bareheaded photo: JPG format, within 500KB, named: Competition Event-Unit Abbreviation-Name;

Competition Rewards and Vocational Skill Level Promotion Policies

1. Participants ranking 1st, 2nd, and 3rd (group) in each event will be awarded the titles of Gold, Silver, and Bronze Medalist respectively, with one-time bonuses: Gold Medal 10,000 yuan, Silver Medal 8,000 yuan, Bronze Medal 5,000 yuan.
2. Participants ranking 4th–10th (group) in each event will be awarded the title of Outstanding Participant, without the above-mentioned ranking bonuses.
3. Instructors who guided participants to win 1st place in an event, and units that made outstanding contributions to the competition work, will be commended with a circular notice.

1. Only applicable to events that can issue vocational skill level certificates according to regulations; only the top ten participants with passing final competition scores may participate in level promotion.
2. If a participant has already obtained a higher-level certificate for this occupation, duplicate issuance of the same level or lower-level certificates will not be granted.
3. If the Senior Technician level is not established for this occupation, the promotion ceiling is the existing highest level for that occupation; the following clauses simultaneously apply to this rule.

1. 1st place: Direct promotion to Senior Technician.
2. 2nd–3rd place: Holding Senior Worker certificate/level, promote to Senior Technician; without Senior Worker qualification, may only promote to Technician.
3. 4th–10th place: Holding Senior Worker certificate/level, promote to Technician; without Senior Worker qualification, may only promote to Senior Worker.

1. 1st place: Direct promotion to Technician.
2. 2nd–3rd place: Base promotion to Senior Worker; if already holding Senior Worker certificate/level, may promote to Technician.
3. 4th–10th place: Unified promotion to Senior Worker.
