
At 9:00 a.m. on July 9, 2026, the Second Women's Congress of Dalian Maple Leaf College of Technology was held in the 4th-floor lecture hall of the library at the Daheishi Campus. Cao Yinghua, Secretary of the Leading Party Members' Group and Chair of the Ganjingzi District Women's Federation; Wei Xiaofeng, Secretary of the University Party Committee; and Jin Xiaohui, Deputy Secretary of the University Party Committee, attended the congress. Women representatives from all fronts of the college gathered to jointly discuss the development of women's causes.
From 8:30 to 8:50 a.m., the representatives signed in and entered the venue, receiving conference materials. At 9:00 sharp, the congress officially opened with the singing of the national anthem. Jin Xiaohui, Deputy Secretary of the University Party Committee, read out the higher-level approval document. On behalf of the First Executive Committee, Xin Shangyue delivered a work report, systematically reviewing the achievements of the previous Women's Federation and proposing the work agenda for the next phase. In her address, Cao Yinghua affirmed the distinctive work carried out by the college's Women's Federation around the overall mission of running the institution, and expressed the hope that the college's Women's Federation would strengthen political guidance and empower the growth of female faculty and female students.

Wei Xiaofeng spoke and put forward three requirements for the women's work across the college: First, consolidate the ideological foundation and uphold the Party's overall leadership over the Women's Federation's work; second, focus on the central overarching mission and integrate women's strength into key tasks such as upgrading to undergraduate status and talent cultivation; third, deepen the core mission of service, improve heartwarming safeguards, and stimulate women's innovative vitality.

Subsequently, all representatives reviewed and adopted the report on the verification of delegates' qualifications, voted to elect members of the Second Executive Committee, and the results were announced on the spot. The newly elected Executive Committee then convened its first meeting and, by secret ballot, elected the chair and vice chairs: Xin Shangyue was elected Chair of the Women's Federation, and Sun Yonghuan and Li Shuo were elected Vice Chairs. Xin Shangyue made a statement of commitment, pledging to give top priority to political development, listen to the demands at the grassroots level, and advance work such as women's meritorious deeds, family tradition building, and heartwarming assistance. After the meeting, all representatives took a group photo to commemorate the occasion.

This congress completed the turnover of the Women's Federation leadership, improved the campus mass-organization governance structure, and charted an action plan for future women's work. Grounded in the distinctive nature of a vocational college, the new Women's Federation Executive Committee will integrate the Federation's work into the entire process of fostering virtue through education, build diverse platforms for women's growth, and rally the wisdom and energy of women in all positions. Women workers across the college will also take this congress as a new starting point, bravely shouldering heavy responsibilities in such fields as education and teaching, research and innovation, student ideological and political education, and campus governance, thereby injecting a solid women's strength into the high-quality development of the college.
